Chávez is in
a drug-induced coma in a hospital in Cuba, without appearing in public since
three weeks ago. As he is not able to be in the takeover ceremony on January 10th,
a political crisis in Venezuela and Latin America has been triggered: the right
and imperialism speculate that he won’t govern again and they have started a
political offensive in order to develop an institutional coup and call for new
elections. Facing this situation, chavism closed ranks behind Maduro (the
vice-president), who was set by Chávez as the successor to the presidency if
new elections were called: Cabello declared that “this assembly is not
Paraguayan Congress, neither me Franco [the vice-president who overthrew Lugo,
RN]” (vtv.gob.ve, January 8th) and the Supreme Justice Court decided
that there is no “absolute absence” so Chávez can do the ceremony when he
returns.
Facing this
power crisis, which draws the attention of Latin-American and worldwide
revolutionaries, from the Tendencia Piquetera Revolucionaria we pose the need
of developing an international and continental demonstration towards Venezuelan
embassies to smash the institutional coup of Capriles and the MUD, calling
workers to have no confidence on Maduro – who is already negotiating with
imperialism and preparing an adjustment- and to organize themselves in an
independent way in order to avoid the return of a pro-imperialist government in
Venezuela and conquer, finally, a workers´ government.
IMPERIALISM AND THE RIGHT
TAKE ADVANTAGE OF CHÁVEZ’ ILNESS TO CONSPIRE AND PROMOTE A PRO-IMPERIALIST
REPLACEMENT
Capriles´ right (main
political opposite to Chávez and the governor of Miranda state) and the MUD
(Mesa de Unidad Democrática / Democratic Unity Board, where the right
opposition is organized) are taking advantage of the situation in order to set
an institutional coup. They say that if Chávez cannot be in the ceremony, there
is an “absolute absence” (legal figure of the Venezuelan constitution to say
that elected president is unable to be in charge) so the president of National
Assembly (Cabello, chavist) should assume and call for new elections. Cabello
is the representative of the fraction linked with military apparatuses and
“boli-bourgeoisie” interests, confronted within chavism to Nicolas Maduro
(vice-president). This attempt was clearly expressed as MUD sent a letter to
the OAS (Organization of American States, the “Ministry of Colonies” as Che
Guevara used to call it) saying that if the president of the National Assembly
wouldn’t assume “a wide violation of the constitution would have been done”
(Clarín, January 8th). Capriles itself asked the latinoamerican presidents,
who were called by chavism, not to go on January 10th to support
Chávez, and there were some sectors of the right that called to a “civic
strike”. Even in some web pages and blogs circulated a statement of an
“institutional Military Front” signed by more than 70 army generals and
colonels that supports right claim and states that “facing the complex national
situation, we encourage our comrades to comply their military duties and fully
respect the National Constitution” (diarioenlamira.com, January 9th).
The right is doing this backed by
imperialism: The Washington Post published on January 9th that “With Chavez’ 14-year rule possibly ending, US
sees prospects for better ties with Venezuela” and that “American officials
don’t know his exact condition, they believe he may be near death or in a state
of incapacity”. English newspaper Financial Times published on January 8th
that Barclays bank told its clients that “Bypassing the constitution at this
stage would make questionable the legitimacy of the government after January
10, raising considerable uncertainty and increasing the risk of a governability
crisis”. When imperialism talks about question “the legitimacy of the
government” and “governability crisis”, what it is saying is that it legitimizes
a coup attempt. This shows that the idea of an institutional coup of Capriles
and MUD is not an excess of Venezuelan right, but it is backed by, at least, a part of English
and American imperialism.
CAPRILES COMMANDS; CELAC, MERCOSUR AND ALBA
OBEY: LATINOAMERICAN GOVERNMENTS ISOLATE CHAVISM IN ORDER TO ALLOW THE
IMPERIALIST OFFENSIVE
Chavism, far away from promoting a
continental process of popular demonstrations to defeat conspiracies and the
coup of imperialism, appealed to the latinoamerican governments to face the
coup attempt of Capriles. Through Cabello, they called a meeting on January 10th,
where they pretended to make a rally to support Chávez with the presence of the
presidents of Latin America.
However, that pretension ended in a frustration.
As part of the imperialist offensive, “Venezuelan opposition leader, Henrique
Capriles, asked the presidents not to answer the call of the Partido Socialista
Unido de Venezuela (PSUV) [Unified Socialist Party of Venezuela, TN] and not to
go to the meetings called for Thursday, day when Chávez should assume” (El
Espectador, January 8th).
This way, the right wants to favour the isolation of chavism in order to facilitate
an imperialist replacement. Piñera, president of the Community of
Latinoamerican and Caribean States (CELAC) founded in 2010 in Caracas, and
Santos, both representatives of the latinoamerican right, answered Capriles´
call and refused to take part. In that sense, Rousseff (member of CELAC and
MERCOSUR) won’t be there as her international assessor said. Correa (member of
CELAC and ALBA) and Cristina (member of CELAC and MERCOSUR) decided to send
their Foreign Ministers, but not themselves. The one who will be there is
Mujica, but in order to work for the imperialist penetration in the continent:
“The president said that ´facing the death, you have to bet on life´, so he
will use the trip to Venezuela to talk with ministers of the others countries
of the region to promote a commercial agreement with the European Union” (Unoticias, January 8th).
Evo Morales, who will be part of the act as well, hasn´t said anything about
the absence of the other latinoamerican presidents.
The CELAC,
which was founded with the only aim of promoting an association of the
nationalist governments with the pro-imperialist ones, has concluded in a clear
failure, as well as the MERCOSUR. The same happens with the ALBA, Chávez´ tool
to develop a political and commercial association with allied governments. The
aim of the latinoamerican unity cannot be satisfied by the bourgeois-nationalist
governments, because they prefer their agreements with the imperialism rather
than the unitary fight against it. If CELAC, MERCOSUR and ALBA disappear while
the imperialism promotes an institutional coup in Venezuela facing the physical
absence of Chávez, the conclusion all the revolutionaries have to draw is to
promote peasants and workers unity all around the continent, and fight for the
Socialist United States of Latin America. The only way to expel the imperialism
in our continent is to overcome the limits of bourgeois nationalism.
NO
CONFIDENCE IN MADURO: A COUP D’ETAT CAN’T BE FACED BY DECREEING AUSTERITY
MEASURES AGAINST WORKERS, PAYING THE EXTERNAL DEBT AND GETTING CLOSER TO YANKEE
IMPERIALISM
The
imperialism, evaluating the possibility of Maduro imposing himself after
January 10th, is already operating to turn the political regime to
the right and take back the control of the country. The same article of The Washington Post of January 9th
says that “Roberta Jacobson, the top American diplomat for Latin America, spoke
by telephone with Vice President Nicolas Maduro in November and discussed ways
of improving ties on such issues as fighting drug cartels to terrorism”. They
even report that “Maduro and other insiders in Chavez’s government also seek
rapprochement [With U.S. government, RN]” and that “U.S. diplomat Kevin
Whitaker also has been in regular contact with Roy Chaderton, Venezuela’s
ambassador to the Organization of American States in Washington”.
Chavism
has also been preparing an adjustment against the workers. The Economist of December 15th says that “Whoever ends
up running Venezuela will face some tough economic decisions. (…) the economy
is likely to slow (…) the budget deficit is estimated at 14.7% of GDP this year
(…) Inflation, at 18%, is likely to rise next year”. The government launched
“the announcement of Planning and Finances Minister Jorge Giordani of
increasing gasoline and public services’ taxes” (Elimpulso.com, November
23rd, 2012). A devaluation is also coming this year: “Both the
British investment sign Barclays and the Venezuelan investigation sing
Ecoanalítica expect that Venezuelan currency will probably be devaluated by 46%
during the first quarter of the year” (El
Universal, October 26th, 2012). The rate hike and the
devaluation are made in order to pay the external debt, because “the service of
Venezuelan external debt takes out of the country 12 billon dollars each year”
(Notitarde.com, November 8th,
2012).
This
way, chavism feeds the development of the right and imperialism, which
demagogically utilizes the social poverty that increases more and more in
Venezuela. If chavism wanted to make the popular mobilization deeper in order
to defeat the right, it shouldn’t adjust and pay debt, but it should satisfy
popular claims. So, we call popular militancy that has confidence in Chávez, to
make a pronunciation against austerity measures, debt paying and commitments
with imperialism, promoting an action plan against the coup d’Etat and for all
masses claims.
CHAVIST REPRESSION TO THE
FIGHTERS ONLY CAN OPEN THE DOOR TO THE RIGHT. STOP THE REPRESSION! STOP GANGS! FOR THE TRIUMPH OF
ALL THE WORKERS’ STRUGGLES!
Chavism is
not only preparing an adjustment against workers and the people, it is also developing
a repressive orientation against the workers’ struggles. Every fighter (including
chavist ones) has to reject and combat this fiercely, because with each
repression, chavism plays into the hands of the right. The struggle of
Galletera Carabobo, where workers claim the respect of their collective
agreement, has been repressed recently and 5 militants were detained (already
in freedom): within them was the comrade Roberto Yépez of Opción Obrera (Worker Option, CRFI´s Venezuelan
section). Furthermore, original peoples of Zuliá were repressed, Oswaldo
Pacheco (PSL´s militant) was attacked, there has been a repression against the
nurses of the Maternity Laura Vaamonde, Luisa Romero y Nairobi Hernández, the
savage beating to José Luís Morocoima (Gerenal Secretary of Alúmina Workers´
Unique Trade Union), among many others. The national liberation cannot be
achieved unless fights against the imperialism and workers’ struggle are
joined.
TO
DEFEAT CAPRILES AND MUD’S COUP D’ETAT, IT’S NECESSARY TO BREAK WITH ENDOGENOUS
RIGHT. LET’S BUILD AN ANTI-IMPERIALIST FRONT OF THE WHOLE LEFT TO FIGHT FOR A
WORKERS’ GOVERNMENT
To all the popular militants that have confidence
in chavism, we tell them that the only way out of Chávez’ absence from
Venezuela’s government is to fight for a worker’s government. Chávez getting
out of office has already sparked an enormous pressure from the imperialism and
the right to develop a pro-imperialist replacement of the head of the State. 14
years with Chávez in the presidency are concluding with the pro-imperialist
right unified under Capriles and the endogenous right from chavism in the
leadership of PSUV and the state bureaucracy. His absence will trigger a
factional war, which can only pave the path to the imperialist cooptation and
the MUD and right progress. The possible physical disappearance of Chavez
threats to hasten an enormous pressure of the imperialism in order to close
definitively the anti-imperialist process opened with the Caracazo in 1989 and
the military-civic coup in 1992. If so, Chávez is the first responsible, who,
far away from deepening an anti-imperialist revolution, decided to promote the
endogenous right, maintained the Venezuelan backwarded and oppressed social
structure, and collaborated with the pro-imperialist right of Santos and Uribe
with the prosecution of latinoamerican militants and guerrillas.
To prevent
that the possible departure of Chávez ends with the establishment of a
pro-imperialist government in Venezuela (by a coup or by the turn to the right
of chavism itself), it´s essential that chavist popular base overcome the
bourgeois nationalism limits and organize itself with the left (firstly the
comrades of Opción Obrera and Orlando Chirino´s PSL), calling workers to
demonstrate against the coup, to have no confidence on Maduro neither others of
the endogenous right that has conquered the PSUV and the state apparatuses
backed by Chávez, and to fight for their own government: a workers government.
Any fighter
in Venezuela, chavist or not, has to denounce the negotiations that chavism
itself is developing with the imperialism while it’s posing an institutional
coup, demand to all the chavist forces to break with imperialism, and call to
the independent organization of the left, the workers and peasants to trigger
an anti-imperialist and revolutionary mobilization.
The left
comrades that haven´t broke yet with chavism, thinking that Chávez by his own
could guarantee the fight against the endogenous and the pro-imperialist right
(and even “deepen the XXI century socialism” as part of a supposed
“revolutionary process”) have to understand that now, without Chávez, a stage
is closed. From now on, that endogenous and that pro-imperialist right will be
the ones fighting for power in Venezuela. That´s why Venezuela has two paths:
step forward a workers´ government (without capitalists neither bureaucrats) or
go towards a rightwing government. Whichever the case, the break with chavism
and the building up of a left and workers´ front to lead an anti-imperialist
pole is the key of the situation.
To stave off
a rightwing government, we have to fight against Capriles and the MUD,
delimitated from the PSUV and the state bureaucracy. We have to organize an
anti-imperialist front of all the left to fight for a workers´ government. Down
the institutional coup of Capriles and the MUD!
