WORLD SOCIAL FORUM IN TUNISIA – 2013: WE WON´T DEFEND PRO-IMPERIALIST DEMOCRACY WE WILL DEFEND THE ARAB REVOLUTION (MARCH 26TH)


STATEMENT FROM THE TENDENCIA PIQUETERA REVOLUCIONARIA (TPR) – MARCH 26TH, 2013

WORLD SOCIAL FORUM IN TUNISIA – 2013:

WE WON´T DEFEND PRO-IMPERIALIST DEMOCRACY
WE WILL DEFEND THE ARAB REVOLUTION

From the 26th to the 30th of March, the World Social Forum (WSF) will take place in Tunisia, home of the Arab Revolution. The Tendencia Piquetera Revolucionaria (TPR) will participate in the World Social Forum in order to denounce the fact that its organizers defend a democratic pro-imperialist orientation towards Tunisia and the whole Arab World, and to state the need of regrouping the revolutionary left in an independent and differentiated way with the objective of fighting for an anti-imperialist and proletarian program to transform the Arab Spring into a permanent revolution.


This position has its roots in the tradition of the Partido Obrero from Argentina and the Coordinating Committee for the Refoundation of the Fourth International (CRFI). PO broke up with the Sao Paulo Forum in 1995, when its annual conference that took place in Montevideo refused to expel the Movimiento Bolivia Libre (Free Bolivia Movement – MBL) because of its participation on the repression against a general strike in the Altiplano as part of the government. The CRFI wrote a “Declaration of the CRFI on the second anniversary of the Egyptian revolution” on January 27 of 2013 (http://mtl-fi.org/2013/01/27/declaration-of-the-crfi-on-the-second-anniversary-of-the-egyptian-revolution/), where it stated the necessity of organizing “an International Meeting of the militant forces in the Mediterranean region, both in Europe and the Middle East to discuss  on the interconnected crises and struggles in Europe and in the Middle East  and to elaborate a common plan of actions”.

The TPR, as an expelled and external tendency of PO and the CRFI that claims for its reincorporation, defends these positions and calls all revolutionary and left-wing militants to organize a meeting during the World Social Forum in order to promote a revolutionary policy for the Arab Revolution and the world capitalist crisis.

IMPERIALISM PROMOTES A DEMOCRATIC COUNTERREVOLUTION IN TUNISIA AND THE ARAB WORLD

It’s imperialism who promotes the “democratic transition” in Tunisia and the Arab World, in order to defeat the revolution. In fact, there is a statement signed by numerous representatives of imperialist capital that poses that “the Tunisian people have demonstrated exceptional maturity (…) A successful transition to democracy after long years of an autocratic regime is a heavy and a difficult task (…) But, we all, economists, industrialists, bankers,… know that investments pay off in long term (…) Tunisia has attracted in recent years many foreign investors. They were attracted by an educated labor force, by an appealing regulation and by a short term political stability (…) The investment opportunities, the restructuring, the level of qualification of the workforce, the mastery of new technologies and the geographical proximity to Europe make out of Tunisia an economic partner that will share with Europe, from now on, the same values of democracy and transparency. We believe that in the coming years, the new Tunisia will be one of the most attractive economic centers of the Mediterranean; it is the best timing to take positions” (http://investindemocracy.net/?page_id=4).

Between those who sign this statement, you can find Georges Pauget, CEO of Crédit Agricole and LCL S.A. from 2005 to 2010. Crédit Agricole S.A. (CASA) is the largest retail banking group in France, second largest in Europe and the eighth largest in the world by Tier 1 capital according to The Banker magazine. In 2008 he became the Chairman of the French Banking Federation (FBF). The FBF is the professional body representing over 430 commercial, cooperative, and mutual banks operating in France and includes both French and foreign-based organizations. It’s also signed by Emmanuel Noutary, Délégué Général of ANIMA Investment Network. ANIMA is integrated, among others, of AFII (French Investment Promotion Agency), CIPA (Cyprus Investment Promotion Agency), Central Bank of Italy, GIZ (Development & co-operation agency from Germany), BUSINESSMED (Federation of enterprise unions of the Mediterranean from Tunisia), FIPA (Foreign Investment Promotion Agency from Tunisia), API (Tunisian agency for promotion of industry and innovation sector), and CONECT (Confederation of Tunisian Citizen Enterprises). For his part, “Germany's Ambassador in Tunis Jens Plotner said that ‘all political partners in Germany are willing to support the democratic transition process in Tunisia and develop economic co-operation between the two countries’” (All Africa, March 23rd, 2013).

Imperialism pretends to mount over the masses uprising to the Arab World with a democratic pose in order to impose a modification in the political regimes that won’t change imperialist domination in the region. The objective of the “democratic transition” is to preserve imperialist penetration in Arab countries and even improve their economic and political positions. The governments established in Tunisia and Egypt, with the Muslim Brotherhood and Ennahda at its head, are a part of this democratic counterrevolution. Instead of breaking all bonds with imperialism and the previous reactionary dictatorships, the Muslim Brotherhood and Ennahda preserve the structure of the State built up by Ben Ali and Mubarak, and reinforce the relation with imperialism. For example, Ennahda’s government in Tunisia is asking for a $1.78 billion loan from the International Monetary Fund. The other hand of this policy is the pauperization of masses’ living conditions: the government has announced a fuel prices hike, in the middle of a growing inflation. Is against this democratic counterrevolution that masses mobilizations in Egypt and Tunisia have once again arose.

WSF’S ORGANIZERS ARE A VEHICLE FOR THE DEVELOPMENT OF IMPERIALISM’S POLICY

The organizers of the World Social Forum are a vehicle for the development of imperialism’s policy because of their democratizing orientation. In a statement about Tunisia’s revolution published in the WSF’s web page, they pose that “the anger against social injustice, unemployment, tyranny and mass corruption was framed by civil society militants through slogans of dignity, full employment, freedom of expression and regional equity. Slogans that reflect the thirst for democracy and social justice” (http://www.fsm2013.org/en/node/344). This way, they try to limit the objectives of Arab Revolution to “democracy” and “social justice”. They deprive it of a real revolutionary perspective, which can only be realized by the complete destruction of the reactionary regimes (not their “democratic modification”), the expulsion of imperialism, the satisfaction of all proletarian claims, and the realization of all the national and democratic remaining tasks that can only be fulfilled by workers’ governments.

In that same sense, the Partido de los Trabajadores (PT) from Brazil publishes an article about the WSF, that reproduces an interview to the UGTT’s General Secretary, where he poses that “from the movements to overthrow the antique regime, our Union has developed an outstanding paper in defense of democracy (…) We’ll continue with our strikes looking for more freedom, social dialogue, assuring a democratic transition” (http://www.pt.org.br/noticias/view/entidades_sindicais_unificam_acoes_para_o_forum_social_mundial). The PT has been the main source of inspiration for the WSF from the moment it was created. In Latin America, it’s become an imperialism’s agency in the government of Brazil.

LATIN AMERICA: BOURGEOIS NATIOLISM’S LIMITS AND THE INDEPENDENT WORKERS’ ORGANIZATIONS

In Latin America, we are assisting to the exhaustion of bourgeois nationalist governments. In Venezuela, 14 years of Chavez’ government have concluded with the government of Maduro, who is using Chavez’ figure for the electoral campaign in order to hide his policy of negotiating with Obama and discharging capitalist crisis over the backs of Venezuela’s workers and peasants. Maduro is negotiating with Cabello, the head of the ‘internal Chavism right wing’ and leader of the army, all the charges in the PSUV, behind the back of popular militants. In Bolivia, the Central Obrera Boliviana (COB – Bolivian Workers’ Union) has voted to found a Workers’ Party, which expresses that COB’s bureaucracy can’t make an electoral arrenge with the MAS but also the tendency of the working class to break with Evo Morales. In that same sense, two of the five most important peasant organizations have broken with the MAS’ government. However, union bureaucracy is trying to frustrate the development of the Workers’ Party, because of its policy of adaptation to Evo’s government. Turning their back to workers and peasants in Latin America, WSF organizers support these governments and there isn’t a single word about the Workers Party of Bolivia. They do this even knowing that Chávez and Morales have attacked Syrian and Libyan revolution because of their ties with Gaddafi and Al-Assad.

On the contrary, as Tendencia Piquetera Revolucionaria (TPR) we support the efforts of the workers’ vanguard to organize itself in an independent way and open the path for an historical intervention of the masses. In that sense, the TPR militated in Bolivia next to the Agrupación Marxista Revolucionaria (AMR – Revolutionary Marxist Group) in order to build a revolutionary tendency of the Workers’ Party of the COB. The TPR also supports the struggle of Opción Obrera (Workers’ Option) from Venezuela for a Left and Workers Front, as a pre-condition for the establishment of a Workers’ Government. Relying on that position, we pose the necessity of an international campaign stating “no confidence in Maduro! No to agreements with the right and imperialism!” and calling for a null or blank vote. The TPR leads its efforts to the task of organizing the working class in an independent way, the only way to put the proletariat as the leader of the struggle to overthrow imperialism from Latin America with the tactic of the Anti-imperialist United Front.

AGAINST THE DEMOCRATIC COUNTERREVOLUTION, LET´S DEFEND THE ARAB REVOLUTION

Against the policy of the WSF’s organizers, revolutionary militants must regroup to oppose democratic counterrevolution and defend the Arab Revolution. Vindicating CRFI’s call, we propose to organize a meeting of the revolutionary left that opposes imperialism’s policy. The purpose of that meeting is to discuss an international campaign supporting the Arab Revolution, stating a proletarian and anti-imperialist program in order to set up revolutionary parties in the Arab world. That’s the way to lead the Arab Revolution to its victory, that is, as a permanent revolution. This fight is an integral part of the fight for the refounding of the Fourth International.
